It’s official! Here are the laws and guidelines for performing the Qurbani ritual amid the COVID-19 pandemic.

JAKARTA —— Sacrificial worship is one of the mahdhah acts of worship that is bound by conditions and pillars in accordance with sharia provisions. However, currently in various provinces, an outbreak of Foot and Mouth Disease (FMD) is attacking cloven-hoofed animals, such as cattle, sheep, and goats.

FMD is a highly contagious viral disease that affects even-toed/cloven-hoofed animals such as cattle, goats, and sheep. The public is also wondering, in order for the sacrifice to remain #Beneficial, what is the fatwa regarding the ruling on sacrificing animals infected with FMD, as well as the related rulings on performing the sacrifice during an outbreak of this disease?

The Fatwa Commission of the Indonesian Ulema Council (MUI) has issued MUI Fatwa No. 32 of 2022 on the Law and Guidelines for Performing Qurbani Sacrifices During an Outbreak of Foot-and-Mouth Disease (FMD) as a guideline for the government, Muslims, and other parties who need it, on Tuesday (May 31, 2022) or coinciding with the date of 30 Shawwal 1443 AH.

  1. The fatwa on the law of qurbani with animals affected by FMD is VALID, if:

– Animals affected by FMD with mild clinical symptoms (blisters on the hoof clefts, lethargy, loss of appetite, and excessive salivation).

– Animals infected with FMD with severe clinical symptoms that have recovered from FMD within the period allowed for qurbani (10-13 Dhu al-Hijjah).

– If the defect or illness is classified as mild, such as broken horns or an illness that does not reduce the quality of the meat.

  1. The fatwa regarding the ruling on sacrificing animals infected with FMD is INVALID if:

– Animals infected with FMD with severe clinical symptoms (blisters on the hooves leading to detachment and/or causing lameness/inability to walk and resulting in extreme emaciation)

– If the defect or illness falls under the severe category, such as animals infected with diseases that endanger health, reduce meat quality, animals that are clearly blind, clearly lame, and severely emaciated

  1. The ruling on sacrificing animals infected with PMK is INVALID if:

– Animals infected with PMK with severe clinical symptoms recover from PMK after the period allowed for sacrifice (10-13 Dhu al-Hijjah), the slaughter is considered charity, not a qurbani sacrifice.

This is also based on the statement of the Director of Veterinary Health of the Ministry of Agriculture, delivered by the Acting Director at the MUI Fatwa Commission Meeting on the Government’s policy on PMK control, which essentially explains the measures taken to prevent the spread of PMK to susceptible animals and the slaughter of qurban animals and the handling of their meat in accordance with the principles of hygiene, sanitation, and thayyib, including the policy of quarantining animals in outbreak areas.

Additionally, the explanation by the Zoonosis coordinators, Dr. Cahyani Widiastuti, Dr. Supratikno, M.Si., and Dr. Deni Widaya Lukman, M.Si., regarding foot-and-mouth disease, which was presented at the MUI Fatwa Commission meeting at the MUI office on Friday (May 27, 2022).

Remembering the words of Allah SWT, among others:

  1. Verses about the command to qurbani:

“Indeed, We have given you (Muhammad) many blessings. So pray to your Lord and qurbani (as an act of worship to get closer to Allah). Indeed, those who hate you are the ones who are cut off (from Allah’s mercy).” QS. Al-Kautsar [108]: 1-3)

  1. Verses about the command and wisdom of qurbani:

“And for every nation We have prescribed a form of qurbani, that they may mention the name of Allah over the livestock which He has provided for them, so your Lord is One God, so submit yourselves to Him. And give good news to those who submit (to Allah).” (QS. Al-Hajj [22]: 34)

  1. Verses about the command to do qurbani in the name of Allah to glorify Him, distribute the qurbani meat to those who are entitled to it, and straighten the intention in doing qurbani:

“And We have made for you the camels a symbol of Allah; you derive much good from them, so mention the name of Allah when you slaughter them while they are standing (and tied up). Then when they have fallen down (dead), eat some of it and feed the people who are content with what is available (who do not beg) and those who ask. Thus have We subjected the camels to you so that you may glorify Allah for His guidance to you. And give good news to those who do good.” (QS. Al-Hajj [22]: 36-37)
